Conference of Valuation Agencies (CoVA)
The Conference of Valuation Agencies (CoVA) is an international biannual event organized by the International Property Tax Institute (IPTI), focusing on the future of valuation agencies, property taxation, and modern technologies, such as artificial intelligence. It is the successor to the Commonwealth Heads of Valuation Agencies (CHOVA) conference, designed for experts to share knowledge on global property tax, valuation methodologies, and management challenges.
In 2022, an international steering group between MPAC, the Valuation Office Agency (VOA) – UK and the Property Valuation Services Corporation (Nova Scotia) was established to guide research and collaboration initiatives through COVA. In September 2024, the IPTI Whitepaper “Future Proofing the Valuation Workforce – An International Collaboration Project” was published.
MPAC actively collaboates with the property assessment and appraisal industry by sharing our insights and expertise at various conferences and speaking engagements, as well as through international collaboration opportunities. Phase 2 of the international collaboration project through COVA will present results at the 2026 conference in Ottawa, with MPAC as the cooperating agency.

International assessment jurisdictions continue to express interest in sharing best practices and learning from our experts, as well as assessment products and services.
In recent years, MPAC has hosted delegations from Taipei, Ireland, United Kingdom, South Korea, New Zealand and the Netherlands.
