2018-2020 Property Tax Years
When you receive your Property Assessment Notice, please review it carefully to make sure the information is correct. If a factual error has been made, we will correct it.
To find out if your assessed value is accurate, simply ask yourself if you could you have sold your property for its assessed value on January 1, 2016. If the answer is no, we want to help you resolve your concern.
If you still disagree with MPAC’s assessment or classification of your property, you can file a Request for Reconsideration (RfR) and we will review your assessment, free of charge. Your deadline to file as RfR with MPAC is printed on your Property Assessment Notice.
MPAC reviews and responds to every Request for Reconsideration (RfR) we receive. If we determine that your property’s assessed value reflects the local market as of the legislated valuation date of January 1, 2016, the value will remain unchanged for the 2020 property tax year, unless there have been changes to your property. Any influence the COVID-19 pandemic may have on property values was not in effect on January 1, 2016. For that reason, RfRs that exclusively cite COVID-19 will not result in a value change for the 2020 property tax year.
Please note: Business properties are not required to file an RfR before filing an appeal with the Assessment Review Board.
If you file an RfR with MPAC, we will send you a confirmation. Once our review is complete, we will notify you of the result of your review in writing usually within 180 days – up to 60 additional days if we need more time.
You have 90 days after MPAC has notified you of its decision on your RfR to file an appeal with the ARB.
We will review the information we have on file to determine if your assessment is accurate, and mail you a letter with the results. You may be able to provide us with information that was not available at the time your property was last assessed, or inaccurate information may be corrected that has played a part in the assessment. There is no fee for this service.

MPAC requires all RfRs submitted to comply with the Assessment Act and contain sufficient property-specific reasons and supporting facts for MPAC to reconsider the assessment. An RfR that simply states “assessment too high” and/or “classification incorrect” will not be accepted as a valid RfR.
MPAC will send you a letter with the results of our review within 180 days (or less) of when we get your request. Sometimes with more complex scenarios, we may need more time (up to 60 more days) to reconsider a property assessment and complete our review. We will contact you if we need more time.
Our property assessment experts will review your RfR in detail. You will receive a decision from MPAC and if any changes are required, they will be applied to your property and a new Property Assessment Notice will be issued. The information on the RfR form is collected under the authority of the Assessment Act, and will only be used to reconsider your property’s assessment.
The fastest way to start the review of your property’s assessment is to file a RfR on aboutmyproperty.ca. This web-based tool allows you to attach pictures and reports to accompany your RfR and check the status of your request. Find your Roll Number and Access Key on page one of your Property Assessment Notice to log in to the website.

You may also file an appeal of MPAC’s assessment with the ARB. The ARB is an independent tribunal (decision-making body) of the Ontario Ministry of the Attorney General.
Please note that if your property, or a portion of it, is classified as residential, farm or managed forest, you must first file an RfR with MPAC - and MPAC must make a decision - before you are eligible to appeal to the ARB.
There is a time limit to submit an appeal to the ARB. It starts on the date that MPAC issues the results of your RfR and ends after 90 days. The deadline for submitting an appeal to the ARB will be in the letter that MPAC sends you with the results of the RfR. The RfR gives you an opportunity to have MPAC review your assessment in detail, free of charge, to determine if it is accurate. During the review, you may be able to provide MPAC with new information or correct inaccurate information that has played a part in the assessment. In this way, concerns may be resolved without the need for an appeal.
There are two ways to file an RfR:
- File an RfR online at aboutmyproperty.ca. Here you will be able to attach documents, pictures and reports to accompany your RfR, as well as check the status of your request. You may also mail your form to MPAC. Forms are available here.
- Send us a letter requesting a review of your assessment. Include the 19-digit Roll Number on your Property Assessment Notice, your full name, address and phone number, and the reasons why you believe your assessment is not accurate. Include any information you have to support your request.
Please note that if your RfR is about eligibility for the farm property class, Managed Forest Tax Incentive Program, or the Conservation Land Tax Incentive Program, your request must be handled by Agricorp or the Ministry of Natural Resources and Forestry in accordance with Ontario Regulation 282/98. When you file your RfR with MPAC, you authorize MPAC to transfer your request to the appropriate agency/ministry for this purpose. Your privacy is protected under the Municipal Freedom of Information and Protection of Privacy Act.
